Preparation Alternate cabbage, green pepper and onion in layers in a large bowl. Put 1 cup of sugar on top. In a pan over medium heat, combine white vinegar, 2 teaspoons sugar, oil, salt, dry mustard and celery seed. Bring to a boil. Pour over cabbage mixture immediately. Do not stir.
